Firstly, your skin is not complete. When I rate a forum or skin, I expect to see all codes complete and all images added, such as on/off buttons or head/base images.
Your colours are cute, it has a girly feel to it but you should add some on/off buttons and maybe some head/base images. And even some menu buttons.
Your background, should be a tiled image, this improves the look of a forum and doesn't show the breaks where the image starts and ends. Look for an image that is around the 700 pixels in size then edit the colors to your liking... Or center your background image, this way the forum will look neater and more professional.
You also need to update your affiliate banner because the image link is broken.
So you still have a lot to do before your forum is set for a rate from me. Post here when you have updated and I will rate your skin.

Cool, the purple is very nice add some codes to your forum though it lacks personality and originallity in that area.
Resize forum width,
Remove forum name|topics|posts
Add some head/base images or gradients to your categories,
Center category background text
And get some purple menu buttons.
